Although the finances of a local council are similar to those of a private entity…

…the rigorous requirements of the Local Councils Acts, and the Procedures supporting them, prohibit deficiencies and negative balances, and impose restrictions on the full use of the Government allocation. Amendments in 2002 to the principal regulations have placed additional burdens on the financial management of local councils - the introduction of the Financial Situations Indicator, the submission of quarterly reports to gauge performance, the forwarding of approved minutes to the Director of the Local Councils Department. These amendments and contemplated penalties are indicative of Government’s intention that local councils are to be run efficiently and professionally.
